The design decision
Perceived delay includes more than speech generation. Call connection, end-of-speech detection, knowledge lookup, business actions and transfer setup can each create a pause. Measure the parts separately and listen to the complete interaction so a fast model response does not hide a slow booking or an unexplained silence.
Workflow and information contract
Define timestamps for connection, caller turn end, first response audio, action start and action confirmation. Test the actual telephony route and representative network conditions. Report a distribution of measured delays rather than one best example. Check how the assistant explains longer operations and whether the caller can interrupt or request a person.
Acceptance test and expected result
Compare a simple information question with a calendar lookup and a human transfer. Add a controlled backend delay and verify that the assistant does not falsely announce completion while waiting. Include overlapping speech and a short pause within the caller sentence to test whether response timing causes interruptions or truncation.
Limits and human handoff
Do not quote a universal latency guarantee from a local simulation or a different provider route. State the hardware, services, network and test conditions actually measured. A slightly longer but accurate confirmed action can be better than a fast answer that leaves the request unresolved.
