The design decision
Connected, completed and resolved answer different questions. A call may end normally after a voicemail greeting, a wrong-number response or an abandoned conversation. An operational dashboard should make those cases visible instead of combining them into a green success count. Start with a small state model that separates transport, conversation and business result.
Workflow and information contract
Track request acceptance, provider connection state, conversation disposition and downstream action status as distinct fields. Preserve terminal outcomes and record corrections as events. For a transferred call, keep the parent and child legs connected so staff can see whether the destination answered. Define unresolved as a first-class outcome with an owner.
Acceptance test and expected result
Run four fixtures: no answer, voicemail, human answer without completion, and human answer with a verified action. All four should have different dispositions even where the carrier reports a completed call. Test a transfer that rings but is never answered and verify that the original enquiry remains unresolved.
Limits and human handoff
Provider status names are not interchangeable across platforms. Document the mapping for the selected carrier instead of relying on a generic status label. Avoid comparing completion rates between suppliers until each metric uses the same business definition and the same denominator.
