The design decision
Overflow routing should protect callers when the primary team is busy without creating an invisible second queue. Define when overflow starts, what the assistant may complete and how unfinished enquiries return to staff. The handoff must remain traceable even when the original queue and automated path use different systems.
Workflow and information contract
Choose an explicit trigger such as a queue condition configured by the business. Preserve the original call reference and record why overflow was invoked. Handle only the approved intents, explain when a person is needed and create a structured follow-up for unresolved work. End overflow when the primary service has recovered under the agreed rule.
Acceptance test and expected result
Simulate a busy queue with a mixture of routine questions and requests requiring staff authority. Verify that routine answers use current information while unresolved work returns with context. Remove the overflow condition during a call and check that the caller is not abruptly rerouted or duplicated in two queues.
Limits and human handoff
Overflow is not proof of additional human capacity. Do not promise immediate staff access when the same team is already unavailable. Track abandoned and unresolved overflow calls separately so an apparently lower queue time does not hide worse customer outcomes.
